The N8 was the Pennsylvania Railroad's final caboose design: 200 cars built between December 1950 and June 1951, numbered 478020 to 478219. Cars 478100 and up carried inductive Trainphone antennas and battery boxes, so #478025 correctly has none - Bowser prices the no-antenna cars accordingly. The Rpkd 5-51 stencil means the journal boxes were repacked in May 1951, matching a nearly new car.
