The ARA 70-ton quad hopper was the standard heavy coal car of the late steam era, with roughly 12,000 built between 1926 and 1930. The Capitol Dome herald reading LINKING 13 GREAT STATES WITH THE NATION places this decoration in the 1940s and 1950s. Note that the distributor's short description calls this a 3-bay hopper; it is a four-bay (quad) car, and the 13 is part of the B&O slogan rather than a class or a year.
